At independence, the army and police was dominated by northern tribes – primarily Nilotic. They might now experience a lot more affiliated to Obote, and he took full advantage of this to consolidate his electrical power. In April 1966, Obote handed out eight hundred new army recruits at Moroto, of whom seventy % came with the Northern Location.[f
